  • Rouzier Métellus of POHDH and Lovinsky Pierre-Antoine of Fondation 30 Septembre discuss preparations for the Raboteau trial. They discuss how the judge and public prosecutor were highly biased in favor of the defendants, and the delays in holding the trial. Jean Dominique compares it to the Roger Lafontant trial. Foreign experts -- forensic anthropologists and Argentine military experts -- have come to study and present evidence about the events of the Raboteau massacre. It is also important to use the remaining archives of the army's activities (those which the United States did not steal), and to have testimonies about the hierarchical structure of the Haitian army. They discuss Minister of Justice Camille Leblanc's role (or lack thereof), whether the Raboteau trial will serve as an example of judiciary reform, and the use of the Commission Nationale de Vérité et de Justice's report. According to intenational law, the Raboteau massacre qualifies as a crime against humanity. Pierre-Antoine discusses the question of justice and reparations. It will be difficult to find a presiding judge who will be able to control the courtroom, and who will be equal to the challenges of jury selection.
