  • Martine Deverson and engineer Odnel David discusses the activities of the management office of PL 480 (USAID's Public Law 480) which deals with food aid and other projects, and which is funded primary through US and Canadian donors. They describe measures to prevent foreign products, particularly rice, from undercutting national production. Deverson and David discuss PL 480's project to reshape the watershed of La Rouyonne river in Léogâne, to irrigate and to protect the population from flooding. They also explain how the office negotiates with NGOs and with the Haitian government, and discuss work on the road between Jacmel and Marigot. Deverson explains the "Food for Peace" program, and David discusses irrigation projects for L'Estère.

Ils décrivent les mesures mises en place pour empêcher que les produits étrangers (notamment le riz) ne prennent le pas sur la production nationale. Deverson et David parlent du projet de PL 480 dont l'objectif est de dévier le bassin versant de la rivière La Rouyonne à Léogâne afin de mieux irriguer les terres et de protéger la population des inondations. Ils expliquent aussi comment le bureau négocie avec les ONG et le gouvernement haïtien, et s'intéressent aux travaux sur la route reliant Jacmel à Marigot.
