  • Françoise Boucard, formerly of the Commission nationale de vérité et de justice, expresses her concerns about the preparations for the Raboteau trial. She is concerned that the judges and lawyers in charge of the trial are not taking this responsibility seriously, and that they are not adequately identifying the motives and masterminds of the massacre. Will the Raboteau trial truly be the coup d'état trial -- will the links between the perpetrators of the massacre and the army and FRAPH be clear? It is essential that the court draws upon the army's archives, the expert report from MICIVIH's team from the Argentine army on the chain of command, and the expert report from forensic anthropologists to build the case. She addresses fears that defendants will be released before the trial (receive a declaration of nolle prosequi). Boucard reads US embassy cables that state that the perpetrators of the Raboteau massacre were former VSN. This case is important not only for Haiti, but also for the world, as the massacre qualifies as a crime against humanity.

Afin de monter un dossier solide, il est crucial de se pencher sur les archives de l'armée, sur le rapport d'expert fourni par la MICIVIH qui a mandaté des spécialistes militaires argentins pour étudier la chaine de commandement de l'armée haïtienne et sur le rapport des experts en anthropologie médico-légale. Elle s'inquiète de la possibilité que les accusés soient libérés à l'issue d'un non-lieu avant même que le procès ne commence. Boucard lit des télégrammes de l'ambassade américaine qui mentionnent que les auteurs du massacre étaient des anciens VSN. Cette affaire n'est pas seulement importante en Haïti, mais aussi dans le monde entier, car il s'agit de crime contre l’humanité.
