  • Senator Wesner Emmanuel and Edner Désir, president of the Association des Planteurs et des Distillateurs de Léogâne, discuss counterfeit clairin (medical-grade ethanol) and the World Bank's FDI (Fonds de Développement Industriel, Industrial Development Funds) project to modernize sugar cane production. Since 1996, the government has been trying to ban the sale of imported medical-grade alcohol as clairin, but there has not been follow-through. Hopefully now, with new decrees by the Ministry of Commerce and the Ministry of Public Health, the government will enforce the ban. Ethanol distributors import a massive quantity of ethanol into Haiti -- far more than neighboring countries, and far more than could possibly be used for legitimate medical purposes. They claim that the ethanol is intended for use in hospitals so that they do not have to pay taxes on it. People have also been importing cheap foreign molasses. All of these imports are killing local sugar cane production and clairin distilleries. The Haitian government, under direction from the World Bank, has undertaken a project to modernize sugar cane production, using FDI funds. Planters are hopeful that this project will work, and they are eager to work with the Haitian government. It would also require clairin to conform to international norms, which would exclude the adulterated counterfeit ethanol "clairin." However, it is difficult for most planters to participate in the agricultural credit program, as banks act as intermediaries and most farmers do not fulfill the banks' loan criteria.

  • Le Sénateur Wesner Emmanuel et Edner Désir, président de l’Association des Planteurs et des Distillateurs de Léogâne, discutent du faux clairin (éthanol) et du programme du FDI (Fonds de Développement Industriel) - Banque Mondiale, pour la modernisation de la production de la canne. Depuis 1996, l’état haïtien essaie d’interdire le clairin frelaté à base d’éthanol importé de l’étranger, mais il n’y a pas eu de suivi. Ils espèrent que cela se fera cette fois, suite au décret des ministères du Commerce et de la Santé Publique. Les importateurs d’éthanol font venir des quantités supérieures aux besoins des hôpitaux, plus que dans tous les pays de la région. De plus, comme ils déclarent qu’ils en importent pour les hôpitaux, ils ne paient pas de taxes. Il existe aussi des importateurs de mélasse. Tous ces produits détruisent la production nationale - la production de canne, de sucre et les produits des guildives. L’état haïtien a initié un projet pour moderniser la production de la canne avec les fonds du FDI que la Banque Mondiale encourage. Les planteurs espèrent que ce projet va fonctionner et sont prêts à travailler avec l’état. D’après ce plan, le clairin devra être conforme à des normes internationales, ce qui signifie que le clairin frelaté n’en fera pas partie. Cependant, il est difficile pour les planteurs de trouver du crédit agricole car ce sont les banques qui servent d’intermédiaires et les planteurs ne satisfont pas tous les critères bancaires.
