  • Colin Granderson speaks with Jean Dominique about the reduction of MICIVIH's budget. MICIVIH is a joint mission of the United Nations and the OAS, and OAS states are reducing their contributions to the mission. Granderson believes that MICIVIH has produced positive results in terms of democratization, human rights, and justice, and building local capacity to support the rule of law. Granderson and Dominique discuss the difficulties of the preparations for the Raboteau trial, including individuals within the judicial apparatus who do not want the trial to take place. Dominique says that the majority of Haitian people -- the poor, the peasantry, the disadvantaged -- are excluded from the justice system, and asks what MICIVIH has done to address this. They also discuss the problem of preventive detention, which primarily affects the poor. They discuss as well the difficult balance between public security and ensuring the safety of the accused.
