Jean Dominique interroge le premier ministre Jacques Édouard Alexis sur le Plan d’action gouvernemental (PAG), où chaque ministère développe son propre plan. Ils parlent du financement étranger pour ces plans. Ils parlent également des éléments au sein de la force de police qui tentent de déstabiliser la démocratie en Haïti, du parlement après la décision du président Préval, le 11 janvier 1999, de déclarer caducs les mandats des parlementaires, et enfin de l’opposition contre les politiques d’Alexis. Dominique et Alexis discutent de plusieurs programmes du gouvernement, parmi lesquels la réforme agraire et divers projets de travaux publics, surtout la réfection des routes.
Jean Dominique inteviews Prime Minister Jacques Édouard Alexis about the Plan d'Action Gouvernemental (PAG), in which each government ministry is developing its own action plan. They discuss international funding for these plans. They also discuss at length problems within the police force, attempts to destabilize democracy, the question of parliament after President Préval's 11 January 1999 declaring many parliamentarians' terms nul, and political opposition to Alexis's policies. Dominique and Alexis also discuss various government programs, including agrarian reform and several public works projects, particularly road improvement projects.
