It is a vicious cycle. Dominique and Victor discuss land redistribution. According to Victor, as agriculture becomes more productive, there will paradoxically be less work for people, so other sectors such as agroindustry should also be developed. Victor disagrees with President Préval's strategy for agrarian reform, explaining that it is too "traditional."
