This plan includes improving the road around Damien, water management (particularly irrigation and the creation of catchment lakes, in the model of Pandiassou), and increasing Haiti's food production for both domestic consumption and export. They discuss in particular plantain, mango, and coffee production. Dominique and Séverin then discuss the complexities of agrarian reform in the Artibonite, and the Préval government's plan to expand the agrarian reform program to the Nord-Est department.
