Jean Dominique rencontre Bernard Joseph et Deshommes Joseph, deux membres de FONAKAD, pour parler des CASECs et des sections communales, surtout du décret pris par le président Préval l’autorisant à remplacer les membres de CASECs et les maires incompétents, corrompus ou qui abandonnent leurs postes. Discussion sur la crise politique (entre l’exécutif et le parlement), les élections et la fraude électorale. Ils disent être des partisans inconditionnels d’Aristide, mais ils apprécient Préval, un homme de dialogue, pas un dictateur. D’après eux, le projet de réforme agraire de Préval est une continuation de la politique d’Aristide. Leur grande inquiétude, c’est l’insécurité dans les sections communales. Préval n’en fait pas assez pour assurer la sécurité des sections.
Jean Dominique interviews Bernard Joseph and Deshommes Joseph, two members of FONAKAD, about the issues facing CASECs and the communal sections of Haiti -- specifically about President Préval's recent decree that allows him to replace CASECs and mayors who are incompetent, corrupt, or negligent. They discuss the current political crisis (including parliament's blocking of Préval's nominees for prime minister), elections, and electoral fraud. They remain steadfastly in Aristide's camp, though they appreciate that Préval is a "man of dialogue" and not a dictator. They view Préval's agrarian reform project as a continuation of Aristide's policy. Insecurity in the communal sections is one of their primary concerns, and they feel that Préval has not done enough to provide security (police) in the communal sections.
