Jean Dominique interviews agronomist Jean-Claude Amédée and Mr. Labissière of the Bureau de Crédit Agricole (BCA) about rural credit. They differentiate between rural credit and agricultural credit, as rural credit addresses the broader needs of Haiti's rural population, including but not limited to agriculture, and explain the funding structure of the BCA and how repayment works. They describe BCA activities in several regions of Haiti, including Kenscoff, the Artibonite, and Arcahaie. These include relief for farmers hit by Hurricane Georges or the rice blight sheath rot. BCA represents an alternative to predatory moneylending, but has not replaced it.
Jean Dominique rencontre l’agronome Jean-Claude Amédée et M. Labissière, deux responsables du Bureau de crédit agricole (BCA), autour du crédit rural. Ils expliquent la différence entre crédit rural et crédit agricole : le crédit rural répond aux besoins des paysans haïtiens en général, pas seulement pour les questions agricoles. Ils expliquent aussi la structure de financement du Bureau et les modes de remboursement. Ils décrivent les activités du BCA dans plusieurs régions du pays, comme Kenscoff, l’Artibonite et l’Arcahaie. Ces activités comprennent des crédits pour aider les paysans victimes du cyclone Georges, ou ceux dont la maladie de la paille noire frappe les rizières. Le BCA représente une alternative aux prêts usuraires (ponya), mais n’est pas encore arrivé à les remplacer.
