Patrick Gardère, president of the Compagnie Nationale de Ciment, discusses his company's recent acquisition of the state-owned Ciment d'Haïti. The absence of a prime minister is preventing the modernization of the cement industry, because only the prime minister can sign certain laws. In other words, the political deadlocks lead to industrial blockages. Gardère says that Haiti has too many urgent needs to be concerned with ideological arguments around neoliberalism. He emphasizes the professionalism of the personnel of the state-owned Ciment d'Haïti with whom he and his company negotiated. Gardère denies that cement is more expensive in Haiti, or that there is speculation.
Patrick Gardère, président de la Compagnie Nationale de Ciment (CNC) explique que sa compagnie a gagné l’appel d’offres pour acheter l’entreprise publique, Ciment d’Haïti. L’absence d’un premier ministre entrave la modernisation de l’industrie du ciment, parce que c’est le premier ministre qui doit signer certaines lois. Le blocage politique crée un blocage industriel. Gardère déclare qu’Haïti connait trop de problèmes urgents pour s’occuper de questions idéologiques sur le néolibéralisme. Il a mis l’accent sur le professionnalisme du personnel de Ciment d’Haïti avec lequel sa compagnie a négocié. Gardère dément que le prix du ciment ait augmenté en Haïti, il dément aussi l’existence de toute spéculation.
