  • Jean Dominique interviewe Fritz Kénol, président de la Chambre de commerce et d’industrie d’Haïti, après une visite à l’étranger. D’après Kénol, le secteur privé haïtien ne peut pas se développer à cause du niveau d’éducation de la population et de la timidité de ce secteur privé face à l’État. Ils discutent des rapports entre secteur privé et État, de la question de la régularisation de la contrebande et l’assurance que les hommes d’affaires vont payer leurs taxes. Kénol dit que la société haïtienne commence à développer une « psychologie du contribuable ». Dominique l’interroge sur la politique de la Chambre de commerce, parce que cette dernière est supposée être apolitique. Mais, il dit avoir constaté que le secteur privé n’était pas apolitique durant le coup d’État. Kénol déclare que le secteur privé ne pouvait s’opposer à Cédras parce qu’il était déjà fragilisé par l’embargo. À quoi Dominique répond que la répression contre la population était plus importante que l’embargo. Il dit se souvenir d’une rencontre à Miami en 1993, durant laquelle plusieurs participants avaient affirmé qu’il n’y avait pas de répression en Haïti et que c’était la presse internationale qui prétendait avoir vu des cadavres dans les rues.

According to Kénol, the Haitian private sector is held back by the low education levels in the country as well as the private sector's "timidity" in the face of the state. They discuss the private sector's relationship with the state, including questions of regulating contraband and ensuring that business owners pay taxes. Kénol says that Haitian society is finally developing a "taxpayer psychology." Dominique asks about the politics of the Chamber of Commerce, which is ostensibly apolitical. But, as Dominique points out, Haiti's private sector was far from apolitical during the coup years. Kénol says that the private sector could not speak out against Cédras because they were already fragile due to the embargo. Dominique responds that repression of the masses was a more serious concern than the embargo, and recalls that during a meeting of the private sector in Miami in 1993, several participants declared that the repression was not real and that only the international press was talking about bodies in the street.
