Jean Dominique rencontre Carol Joseph, directeur de l’Office national de la migration, au sujet de l’augmentation des rapatriements et déportations d’Haïtiens depuis les États Unis, les Bahamas, et la République Dominicaine. Cette année, alors qu’un plus grand nombre de migrants sont renvoyés en Haïti, le budget de l’ONM a diminué. Ces migrants sont originaires de Port-de-Paix et Saint-Louis du Nord; d’ailleurs ce ne sont pas les plus pauvres qui viennent du « far west », car il faut un peu d’argent pour payer le bateau. Ces boat people n’arrivent pas à échapper aux garde-côtes américains, mais parfois les officiers d’immigration de certains pays font semblant de ne pas les voir, car ces îles ont besoin de main-d’œuvre. À la fin du travail, ils renvoient ces Haïtiens chez eux. L’ONM leur donne alors une aide économique temporaire. Joseph décrit aussi les rapports entre l’ONM et l’Organisation internationale de la migration (OIM).
Jean Dominique interviews Carol Joseph, the director of Haiti's Office National de la Migration, about the increase in repatriations/deportations of Haitians from the US, Bahamas, and Dominican Republic. This year, as more Haitian migrants are being returned to Haiti, the ONM has a lower budget than in previous years. Many of these migrants hail from Port-de-Paix and Saint-Louis-du-Nord -- they are not the poorest of the poor, from the "far west" of the island, because you need at least some money to take the boat. (There are also many people from Léogâne, where they apparently build the best boats in Haiti.) Seafaring migrants stand almost no chance of being able to pass the US Coast Guard, but sometimes immigration officers in places like Turks and Caicos turn a blind eye because these islands need migrant labor. But once the labor is over (primarily construction work), the Haitians are deported. ONM provides temporarily economic assistance to repatriated people, specifically to help them develop small businesses. Joseph also describes ONM's relationship with the International Organization for Migration (IOM).
