Jean Dominique rencontre André Narcisse Maxi, délégué interdépartemental et membre du Conseil interdépartemental (CID) pour le département du Nord-est. Ils discutent des résultats d’une rencontre entre les autorités locales et le président Préval, sur l’avancement du processus de décentralisation. Plusieurs autorités locales sont satisfaites de cette rencontre, même si quelques ASECs ont critiqué le fait de ne pas avoir de salaire, mais un per diem. Maxi dément qu’Haïti soit divisée en plusieurs petites républiques, et explique la hiérarchie des sections communales. Dominique et Maxi discutent de la manière de renforcer les collectivités territoriales sans affaiblir le pouvoir central. Plusieurs autorités locales sont en faveur de la création d’un Conseil électoral permanent pour remplacer le provisoire. Discussion aussi des positions des autorités locales sur la crise politique, et des positions des partis politiques en faveur ou non des pouvoirs locaux. Les collectivités territoriales revendiquent toujours la décentralisation et un plan de développement participatif, ainsi que la réforme judiciaire.
Jean Dominique interviews André Narcisse Maxi, the interdepartmental delegate and member of the Conseil Interdepartemental (CID) for the Nord-Est department. They discuss the outcomes of a recent meeting between local authorities and President Préval, including the current status of decentralization. Most of the local authorities were pleased with the meeting, though some members of the ASECs are dissatisfied because they will earn per diems rather than salaries. Maxi denies that Haiti is divided into a bunch of tiny republics, and explains the hierarchies of the communal sections. Dominique and Maxi discuss how local power might be strengthened without weakening the federal government (as USAID's plans to support local government seem designed to weaken the state). Many local authorities are calling for the creation of a permanent electoral council to replace the Provisional Electoral Council (CEP). They discuss local authorities' perspective on the political crisis, and how certain political parties have focused on local politics while others have not. Local authorities continue to advocate for decentralization, a participatory plan for development, and judicial reform.
