  • Former political prisoner Marino Étienne, now of RANFÒ and OP 17 Septembre, discusses the politics of reconciliation, particularly the unlikely alliance of Serge Gilles, Evans Paul (K-Plim) and Prosper Avril. Like Étienne, Gilles and K-Plim had accused Avril of torture, but now Gilles and K-Plim are allied with Avril and with the party of Roger Lafontant. Étienne believes that it is possible to reintegrate former Macoutes and Duvalierists into the democratic political system, but they must repent. Many of those former Macoutes are behind the current phenomenon of "insecurity" and zenglendos -- it is not random violence, but rather organized political violence -- and meanwhile, Duvalierists (including Ernest Bennett) are returning to Haiti. Zenglendos employ the same tactics as FRAPH, including rape as a political tool. The population's rejection of the electoral process makes Duvalierists think the road is clear for them to return to power. Étienne also describes the current situation in the Central Plateau, from whence he hails: long ago, the Central Plateau was a fertile region, but now there is very little water, trees have been cut down, and agricultural production has plummeted. Fortunately the work done by Brother Francklin Armand to create water catchment lakes has improved things for people in the Central Plateau. Étienne ends by describing himself as Lavalas -- the original Lavalas, which has nothing to do with the divisions between Fanmi Lavalas, OPL, and so on -- and discusses his candidacy.

  • Ancien prisonnier politique, Marino Étienne qui maintenant fait partie de RANFÒ et d’OP 17 Septembre, se prononce sur la politique de réconciliation, sur l’alliance improbable entre Serge Gilles, Evans Paul (K-Plim) et Prosper Avril. Ils avaient ensemble, Étienne, Gilles et K-Plim, accusé Avril de tortures, mais voilà que maintenant Gilles et K-Plim s’allient à Avril et au parti de Roger Lafontant. Étienne croit que la réconciliation n’est pas possible avec les macoutes et les duvaliéristes; on ne peut les réintégrer dans le système politique démocratique que s’ils se repentent. De nombreux macoutes sont à l’origine de l’insécurité et du phénomène des « zenglendo », cette violence n’arrive pas par hasard, c’est une violence politique calculée. Dans le même temps, des duvaliéristes (parmi eux Ernest Bennett) reviennent au pays. Les zenglendo utilisent les mêmes tactiques que le FRAPH, par exemple le viol comme instrument politique. La population a boudé les élections, donc les duvaliéristes s’imaginent que la route est toute tracée pour leur retour au pouvoir. Étienne décrit aussi la situation dans sa région, le Plateau Central. Auparavant cette région était fertile avec une production abondante. Aujourd’hui, il n’y a presque plus d’eau, le déboisement est important, la production agricole est quasi inéxistante. Mais heureusement, les projets de lacs collinaires du Frère Armand aident la population de la région. Enfin, Étienne se décrit comme Lavalas – un Lavalas des origines qui n’a rien à voir avec les tiraillements entre Fanmi Lavalas, l’OPL, etc – il parle aussi de sa candidature.
