Le gouvernement, en particulier le ministre de l’Intérieur, Jean Molière, n’a pas encore distribué les fonds pour la décentralisation et la gestion locale. Parmi d’autres sujets, ils parlent du Conseil interdépartemental (CID), de la position des ASECs et des CASECs, des rapports entre pouvoir local et pouvoir central, et des élections régionales. Dominique mentionne le dossier Jean-Michel Richardson, qui a été élu au gouvernement local de Jean-Rabel, alors qu’il avait été arrêté comme l’un des commanditaires du massacre de Jean-Rabel en 1987.
Jean Dominique interviews André Narcisse Maxi, Alex Lamarre, and Leslie Alexandre about the government budget for the "collectivités territoriales" (outlying regions of Haiti beyond Port-au-Prince). The government -- specifically the Ministry of the Interior under Jean Molière -- has not yet distributed funding for decentralization and the administration of local government. Among other topics, they discuss the Conseil Interdepartemental (CID), the position of the ASECs and CASECs, the relationship between local power and federal power, and regional elections. Dominique brings up the case of Jean-Michel Richardson, who was elected to the local government in Jean-Rabel despite having been arrested for his involvement in the 1987 Jean-Rabel massacre.
