Lucien B. Nazaire, délégué from the Grand'Anse department, discusses the particular problems of the Grand'Anse, which at the time was a bifurcated department (the western part, Jérémie and its environs, is today the Grand'Anse; the eastern part is now Nippes). There are serious infrastructural problems, including lack of decent roads and electricity, and the pitiable state of the Jérémie wharf. Many people from the Grand'Anse, from laborers to intellectuals, have left the Grand'Anse. This is, in Nazaire's words, a hemmorhage. While many people from the Grand'Anse feel nostalgia for Jérémie as it was once upon a time, they feel hopeless at the current state of the city. Nazaire also speaks of the importance of sitting down with and collaborating with one's political enemies, and of the agricultural and tourism potential of the Grand'Anse.
Lucien B. Nazaire, délégué de la Grande Anse, parle des problèmes particuliers de sa région, qui à l’époque était un seul département et est maintenant divisé en deux parties (la partie Ouest, Jérémie et les environs, qui est l’actuelle Grande Anse; la partie Est qui est maintenant les Nippes). Il existe de sérieux problèmes d’infrastructures : insuffisance de routes décentes, de distribution du courant électrique, et le wharf de Jérémie est dans un état déplorable. Beaucoup de gens de la Grande Anse, ouvriers ou intellectuels, quittent la région, dans une véritable hémorragie d’après Nazaire. Alors que de nombreux jérémiens sont nostalgiques de l’ancienne Jérémie, ils sont désespérés par l’état actuel de la ville. Nazaire parle de l’importance de la discussion et de l’union entre ennemis politiques, et il souligne le potentiel agricole et touristique de la Grande Anse.
