Colin Granderson discusses MICIVIH's investigation into the events of February 5, 1998 in Mirebalais, where a popular organization associated with Fanmi Lavalas demonstrated in front of the police headquarters to protest the arrest of two of its members. During the demonstration, a person in the crowd was shot and killed, and Police Commissioner Dornéus was lynched and his body burned. In the hours that followed, special police units (Unité Départementale pour le Maintien de l'Ordre, UDMO) were deployed from Hinche and Port-au-Prince. They were tasked with identifying the people responsible for the lynching of the police commissioner. However, MICIVIH alleges that they arrested a great number of people who were not connected to the murder, because they had ties to either the popular organization or with Fanmi Lavalas. MICIVIH interviewed these individuals, who were arrested and detained arbitrarily and illegally, as well as tortured. Granderson also discusses MICIVIH's investigation into events in Milot and Limonade, where, on March 18-19, CIMO (Corps d'Intervention et de Maintien de l'Ordre) units burned down sugarcane fields and a kleren distillery, and ransacked a community radio station. Granderson and Dominique discuss the similarities between these incidents and the 1994 Raboteau massacre. Granderson discusses efforts to seek justice for victims of the coup years, to end impunity, and particularly preparations for the Raboteau trial. Dominique asks about the United States' refusal to extradite Toto Constant to stand trial, and to return the FRAPH documents with which the CIA absconded -- can the UN Security Council not put pressure on the United States? They end by discussing corruption within the Haitian judiciary.
Colin Granderson présente l’enquête de la MICIVIH sur les événements du 5 février 1998 à Mirebalais, où une organisation populaire, liée à Fanmi Lavalas, a manifesté devant le commissariat pour protester contre l’arrestation de membres de cette organisation. Durant la manifestation, une personne a été tué par balle, et le commissaire de police, Dornéus, a été lynché et son corps brûlé par la foule. Quelques heures plus tard, l’UDMO (Unité Départementale pour le Maintien de l’Ordre), venue de Hinche et de Port-au-Prince, est arrivée à Mirebalais pour rechercher les coupables du lynchage. Mais, d’après la MICIVIH, ils ont arrêté plusieurs personnes qui n’avaient rien à voir avec cet assassinat, simplement parce qu’elles avaient des liens avec l’organisation populaire ou avec Fanmi Lavalas. La MICIVIH a interrogé ces gens que la police a arbitrairement et illégalement arrêtés, emprisonnés et torturés. Granderson a aussi abordé l’enquête de la MICIVIH sur les incidents des 18 et 19 mars à Milot et à Limonade, où le CIMO (Corps d’Intervention et de Maintien de l’Ordre) a incendié des plantations de canne à sucre, une usine de clairin, et saccagé les locaux d’une radio communautaire. Granderson et Dominique analysent les ressemblances entre ces incidents et le massacre de Raboteau de 1994, durant la période du FRAPH. Granderson parle des efforts qui sont faits : pour que les victimes du coup d’état obtiennent justice, pour en finir avec l’impunité et pour préparer le procès de Raboteau. Dominique lui demande pourquoi le gouvernement des États-Unis refuse de renvoyer Toto Constant en Haïti pour y être jugé, et pourquoi les Américains refusent de rendre à Haïti les documents du FRAPH saisis par la CIA. Est-ce que le Conseil de Sécurité des Nations-Unies est incapable de faire pression sur les Américains pour qu’ils le fassent? La rencontre s’achève sur la question de la corruption au sein du système judiciaire haïtien.
