  • Gabriel Fortuné, member of parliament representing Les Cayes and Île-à-Vache, speaks with Michèle Montas about his recent declaration that extraordinary measures must be taken for Haiti to emerge from its political crisis, between the obstructionist 46th legislature and the executive. Parliament has rejected President René Préval's nomination of Hervé Denis as Prime Minister. Now that the army has been eliminated, a coup d'état is nearly impossible, but legislators can obstruct the government by creating delays and wasting time. According to Fortuné, many parliament members lack an agenda, and are making decisions based on tactical considerations rather than what they believe is best for the country. At the same time, legislators are not given the resources they need to do their jobs properly: "Do we have the means to pay for the democracy we voted for?" Fortuné wonders. Fortuné and Montas also discuss the question of Haiti's sovereignty, as NGOs, foreign institutions like USAID, and foreign governments increasingly dictate Haiti's affairs and take over responsibilities of the Haitian state. They also discuss the continuing repercussions of the 6 April 1997 elections.

Le parlement a rejeté la candidature d’Hervé Denis, choix du président Préval pour le poste de premier ministre. Aujourd’hui que l’armée a été éliminée, un vrai coup d’État est presqu’impossible, mais les parlementaires peuvent employer des manœuvres dilatoires pour créer délais et pertes de temps. D’après Fortuné, de nombreux parlementaires n’ont pas d’agenda politique, et ils prennent des décisions tactiques au lieu de faire ce qui peut profiter au pays. Parallèlement, les parlementaires n’ont pas les ressources nécessaires pour faire correctement leur travail. Fortuné demande : « avons-nous avons les moyens de nous payer la démocratie que nous avons votée? » Fortuné et Montas discutent de la souveraineté d’Haïti – est-ce qu’Haïti peut être souveraine, alors que les ONG, les instances étrangères comme l’USAID, et les gouvernements étrangers gèrent de plus en plus les affaires d’Haïti? Enfin, discussion sur les conséquences des élections du 6 avril 1997.
