  • Willy Louis of Pati Louvi Barye (PLB) speaks with Jean Dominique about the clandestine formation of the political party six years earlier, during the coup years; PLB's perspective on the 1987 Constitution and what amendments it might require; the relationship between the executive and the legislative branches; PLB's relationship with OPL and Fanmi Lavalas; and elections, particularly the 6 April 1997 electoral crisis. According to Louis, in discussing the political crisis (including recent violent conflicts between political factions in Milot and Mirebalais), it is important to criticize institutions and the function of the state rather than blaming individuals. Dominique posits, however, that most institutions (such as political parties) do not criticize themselves. Dominique also asks where authority comes from in Haiti now, after Aristide disbanded the army.

  • Willy Louis du Parti Louvri Baryè (PLB) raconte à Jean Dominique la création clandestine du parti, six ans auparavant, durant la période du coup d’état. Il parle de l’opinion du PLB sur la constitution de 1987 et des amendements qui seraient nécessaires; des rapports entre l’exécutif et le législatif; des rapports entre le PLB et l’OPL avec Fanmi Lavalas; des élections, surtout la crise électoral du 6 avril 1997. Selon Louis, lorsqu’il est question de crise politique (et on pense au conflit entre groupes politiques à Milot et Mirebalais), il est important de critiquer les instances et le fonctionnement, au lieu de blâmer les individus. Dominique pense que la plupart des instances (par exemple les partis politiques) ne savent pas faire leur autocritique. Dominique demande aussi d’où vient le pouvoir en Haïti de nos jours, après qu’Aristide ait démantelé l’armée.
