  • Max Théodore of Tèt Ansanm pou Devlòpman Mayisad (from Maïssade, Centre) and Monique Alcindor of a women's organization from the Nord (from the working-class neighborhood Cité Lescot in Cap-Haïtien) describe a meeting of civil society organizations from several departments of Haiti, which focused on decentralization and participation. This meeting was organized as part of the US-Haiti ASOSYE program. As people from poor backgrounds, Théodore and Alcindor discuss their role in civil society and their decision to engage with the private sector (the Haitian bourgeoisie) in the struggle for decentralization. They also describe their perspectives on local government (ASECs, CASECs, and so on), their support of the April 6 elections, and the particular infrastructural problems facing their communities (a rural agricultural community in Théodore's case, and an urban bidonville in Alcindor's case). Alcindor also speaks of the problem of insecurity in Cap-Haïtien and how Macoute elements have infiltrated Lavalas. They also discuss the problem of corruption in the justice system.
