  • Jean Géravel, mayor of Roseaux and vice-president of the Association des Maires de la Grand'Anse (which is part of the Fédération Nationale des Maires d'Haïti), speaks with Jean Dominique about how Haiti's political crisis between Fanmi Lavalas and OPL has adversely affected the people of his commune. There are many projects that would improve the lives of the people of Roseaux and the rural Grand'Anse, such as paving the main road of Roseaux, better exploiting the agricultural resources of Beaumont and Fond Cochon, and developing a tourism industry, but they cannot move forward due to the political crisis. While the Grand'Anse has much wealth to offer, infrastructure is so poor and the roads are so bad that the Grand'Anse remains difficult to reach. (There is a precipice on the road to Jérémie called "Chen Pap Jwenn," "Dogs Won't Find It," because if you fall, not even dogs will find you.) Members of FENAMH -- mayors from throughout Haiti, including those from the Grand'Anse -- met with President Préval to express their concerns. Géravel describes the problems with implementing agrarian reform in the Grand'Anse. According to Géravel, INARA neglects the needs of the peasant farmers of the larger Grand'Anse (agricultural credit, irrigation, and other needs) and concentrates only on the town of Jérémie. There are also conflicts between local mayors and INARA over land use, though Géravel denies there is corruption on the part of local authorities. Insecurity is a problem in Roseaux, and there is no police presence there, and corruption is deeply embedded in the judicial system, which is a problem Géravel believes can be solved through decentralization. Géravel criticizes many elected officials as being interested only in power rather than in changing the situation for the people, and he believes that many of "those guys" ("nèg yo") were elected fraudulently.

(Une falaise sur la route de Jérémie est appelée « Chen Pap Jwen », ce qui signifie le « chien ne pourra te trouver », si jamais tu tombes de cette falaise). Les maires membres de la FENAMH ont rencontré le président Préval pour exprimer leurs inquiétudes. Géravel décrit les problèmes que pose la réforme agraire dans la Grande Anse. D’après lui, l’INARA ne se préoccupe pas des besoins des paysans vivant dans les sections communales (crédit agricole, irrigation) parce qu’ils sont concentrés sur la ville de Jérémie. Il existe des conflits entre les maires des localités et l’INARA sur la manière d’utiliser les terres, mais Géravel dément que les autorités locales sont corrompues. L’insécurité est un problème à Roseaux et il n’y a pas de présence policière; la corruption du système judiciaire est également un problème mais Géravel croit qu’il pourrait être réglé par la décentralisation. Géravel critique certains élus qui sont avides de pouvoir au lieu de chercher à améliorer la situation de la population, et il croit que beaucoup d’entre eux ont été élus dans des élections frauduleuses.
