  • Marie Carmel Austin, director general of the Ministry of Women's Affairs, speaks with Jean Dominique on the occasion of International Women's Day (March 8). After describing cultural fairs showcasing women's handicrafts, Austin discusses projects to provide rural women of the Artibonite with agricultural credit. Experiences so far have demonstrated how difficult it is to bring women into the agrarian reform program, even though domestic agricultural production relies on women's labor as both farmers and sellers (ti machann). In many cases, women do not benefit from credit programs because they spend the money on other necessities, such as school fees, hospital bills, or rent. Austin also discusses credit programs for ti machann. She addresses the differences between these credit programs and the exploitative "ponya" system, though neither of these forms of credit truly benefit women. She also discusses the Ministry's work in general, their efforts to improve the situation of women in Haiti, and the obstacles they encounter. This includes infighting within the women's movement. The interview ends with discussion of women's rights and judicial reform, and how women might be better represented and protected under the law.

  • Marie Carmel Austin, directrice générale du Ministère à la Condition Féminine parle à Jean Dominique à l’occasion de la Journée Internationale des Femmes (8 Mars). Après avoir décrit la foire culturelle organisée pour mettre l’accent sur les travaux d’artisanat des femmes, Austin explique le projet de crédit agricole pour les paysannes de l’Artibonite. Des expériences précédentes ont montré qu’il est difficile d’assurer la participation des femmes dans le programme de réforme agraire, même si elles sont à la base de la production nationale, comme agricultrices et comme marchandes. Dans de nombreux cas, les femmes ne profitent pas de ces programmes de crédit parce qu’elles utilisent l’argent pour d’autres dépenses essentielles, comme l’école, l’hôpital ou le loyer. Austin aborde aussi le programme de crédit pour les petites marchandes. Elle explique la différence entre ces programmes de crédit et le système de « ponya » (usure) qui exploite les plus pauvres, mais elle admet que ni l’un ni l’autre ne répond aux besoins des femmes. Elle parle aussi du travail du Ministère, ce qui est fait pour améliorer la condition des femmes haïtiennes et les obstacles rencontrés. Parmi les problèmes, elle cite les conflits au sein du mouvement des femmes. L’interview se termine par une discussion sur les droits des femmes et la réforme judiciaire, sur les moyens pour la loi de mieux représenter et protéger les femmes.
