Maxi describes electoral problems, the lack of government funding for the CASECs and ASECs, and how political parties maneuver in the Haitian provinces. (For example, Fanmi Lavalas and OPL, which oppose one another in the national government in Port-au-Prince, have created an alliance against KOREGA in the Grand'Anse.) Dominique and Maxi also discuss the infiltration of former Macoutes and putschists into local government and political parties. According to Maxi, there is neither participation nor transparency -- two of Jean-Bertrand Aristide's famous "twa wòch dife."
