He describes certain laws the chamber is working on (though they produce relatively little draft legislation), but parliament remains dysfunctional, plagued by absenteeism and obstruction. Bastien places most of the blame on the executive branch and Prime Minister Rosny Smarth and his political party, OPL. The continuing crisis between OPL and Fanmi Lavalas has produced a political stalemate, and may imperil the electoral process in the future.
