Bernard Ethéart and agronomist Guilène Chéry Frédéric of INARA speak with Jean Dominique about agrarian reform, particularly a series of meetings with different sectors of civil society concerning the creation of INARA's framework law. These sectors included peasant farmers, the private sector, the university sector, NGOs, churches, and several others, and they discussed many issues, especially land property rights, the redistribution of state and privately-held land, compensation for landowners, and how this redistributed land can be used. They also speak about rural credit, agro-industry, and other issues. Ethéart and Frédéric emphasize how agrarian reform is linked to larger macroeconomic considerations.
Bernard Ethéart et l’agronome Guilène Chéry Frédéric, deux membres de l’INARA, discutent avec Jean Dominique de la réforme agraire, surtout d’une série de rencontres organisées avec différents secteurs concernant la loi cadre de l’INARA. Ces secteurs, les paysans, le secteur privé, les universités, les ONG, les églises, et plusieurs autres, ont discuté des droits des propriétaires, de la redistribution des terres publiques et des terres privées, de l’indemnisation des grands propriétaires terriens, et de l’exploitation des terres redistribuées. Discussion aussi de crédit rural, d’agro-industrie, etc… Ethéart et Frédéric ont souligné que la réforme agraire est liée aux plus grandes questions macro-économiques du pays.
