Pastor Bernard Joseph and Mme. Guerda Colas, president and treasurer of Fondasyon nasyonal KAZÈK demokratik (FONAKAD), respectively, explain what FONAKAD is. They describe FONAKAD as a democratic organization that unites all the CASECs of Haiti, regardless of their political affiliations. Their role is to protect the interests of all CASECs. Currently, decentralization is their priority. They discuss the problem of insecurity in the communes, especially in places difficult to access such as in the mountains, because the police do not have the means to cross difficult terrain.
Le pasteur Bernard Joseph et madame Guerda Colas, respectivement président et trésorière de la Fondation nationale des CASEs démocratiques (FONAKAD), expliquent ce qu’est cette organisation. Ils déclarent qu’il s’agit d’une organisation démocratique qui regroupe tous les CASECs du pays, quels que soient leur affiliation politique. Son rôle est de défendre les intérets des CASECs. Leur priorité est la décentralisation. Discussion sur l’insécurité dans les communes, surtout dans les régions éloignées, comme les montagnes, là où la police n’a pas les moyens d’arriver.
