  • Bernard Ethéart, the director general of INARA, and Hugues Joseph, the coordinator of INARA-IADB cooperation, describe plans to create a framework for INARA's agrarian reform program. They are not yet ready to create the framework, and plan to hold a series of debates about agrarian reform among different sectors of society throughout the country (including peasant farmers, the church, the private sector, unions, parliament, the international community, and so on). They also discuss other complications of land redistribution.

  • Bernard Ethéart, directeur général de l’INARA, et Hugues Joseph, coordonnateur de la coopération INARA-BID, décrivent le projet de création d’une loi cadre pour le programme de réforme agraire de l’INARA. Ils ne sont pas encore prêts à faire paraitre cette loi cadre, et vont organiser des débats sur la réforme agraire avec différents secteurs de la société (les paysans, les églises, le secteur privé, les syndicats, le parlement, la communauté internationale, etc..). Ils abordent aussi les complications dans la redistribution des terres.
