Monique Pierre-Antoine and Bertrand Roy of the Fonds d'Assistance Économique et Sociale speak with Jean Dominique about FAES, which is a Haitian government entity that finances small infrastructure projects at the communal level, particularly in the domains of education and public health, as well as agriculture. They clarify that FAES does not carry out projects; they finance projects that are requested by the communes. FAES receives most of its funding from the Inter-American Development Bank and the World Bank. Dominique asks how they verify that local governments are using the money properly without misusing or misappropriating funds, and the factors that influence the decisions of the board of directors of FAES. The guests also clarify that FAES is part of the Republic of Haiti, it is not a tool to glorify Jean-Bertrand Aristide himself.

Ils expliquent que le FAES ne réalise pas les projets, il finance les projets que demande la commune. Le FAES est principalement financé par la BID et la Banque Mondiale. Dominique demande comment est exercé le contrôle, pour savoir si les communes ne détournent pas l’argent du FAES, et quels facteurs influencent la décision du conseil d’administration du FAES.
