  • Jean Dominique interviews President René Préval on the sixth anniversary of the 30 September 1991 coup d'état. Préval is frustrated by the lack of justice for victims of the coup years, and by the current political crisis and growing divisions within Lavalas. He expresses hope that the justice system will be reformed and that the Raboteau trial will take place, and that it will constitute a "coup d'état trial," meaning a trial of the masterminds of the coup d'état and not only of the low-ranking soldiers and FRAPH who carried out the Raboteau massacre. Préval came to power as a consensus builder, and a president who aimed to reduce the power of the presidency, but as the Lavalas movement continues to fracture and consensus has fallen apart, so has the foundation of his government. Préval has recently met with several political parties, with the notable exception of OPL, in hopes of bringing consensus back. All of Haiti's state institutions are weak -- the parliament, the justice system, the police, even the presidency -- which creates many problems of governability. While Préval will not say that the CEP is corrupt, there are certainly corrupt elements within the CEP. Meanwhile, organisations populaires (OPs) are increasingly influential in choosing legislative candidates, many of whom are highly partisan, and the OPs also criticize Préval's choices for Prime Minister, instead favoring a "strong" PM. In the final minutes of the interview, Dominique and Préval return to the subject of the 1991 coup d'état, particularly the deaths of Antoine Izméry and Fritz Pierre-Louis, and how Izméry saved Préval's life that fateful night.
