  • Louis Roy, the Protecteur du Citoyen, discusses the role of the Office de la Protection du Citoyen, which exists to protect citizens against abuses by public administration. Jean Dominique asks how the OPC will serve Haiti's rural population, which often endures abuse by local authorities. They also discuss the apparent reticence or indifference of civil society after Aristide's return in 1994, in contrast to the outrage after the 1987 Jean Rabel massacre, for example, as well as human rights organizations' views on the OPC's insertion into the human rights landscape in Haiti. Dominique asks if the OPC and its objectives are threatened by the possible return of the Duvalierist old order and worsening divisions in the Haitian democratic movement. Roy is worried, but not yet despairing, and he still sees the light at the end of the tunnel. Finally, they discuss the constitution, as Louis Roy is the father of the 1987 constitution, and calls to reform it or create a new one.

Ils parlent aussi de la réaction des ONG de défense des droits de l'homme vis-à-vis de l'arrivée de l'OPC dans leur secteur. Dominique demande si l'OPC et ses objectifs sont menacés par le retour potentiel de l'ancien ordre duvaliériste et par les divisions grandissantes au sein du mouvement démocratique. Bien qu'inquiet, Roy ne désespère pas et voit toujours de la lumière à la fin du tunnel. Ils se penchent enfin sur la constitution (puisque Louis Roy fut l'architecte de celle de 1987) et sur les appels des citoyens à la modifier ou à l'abroger et en créer une nouvelle.
