According to Mattarollo, the Haitian state does not yet have the capacity or the will to properly provide justice or reparations to victims of human rights abuses. He cites advocacy efforts by civil society organizations like Fondation 30 Septembre, as well as efforts by NGOs and individual doctors to help people suffering from trauma (particularly women who were victims of rape during the coup years). Meanwhile, in places like Désarmes, victims who have come forward have been threatened with revenge by the same perpetrators who victimized them the first time. Mattarollo and Dominique discuss the work of Commission de Vérité et de Justice and particularly its preparations for the Raboteau trial, but the Commission cannot and should do the work of a functioning justice system.
