  • Jean Dominique interviews Bernard Ethéart, the director of INARA, about the problems and complications of agrarian reform, particularly criticisms of INARA by members of the ODVA oversight committee (which includes rice farmer and activist Charles Suffrard) and the lack of support of certain senators who recently visited the Artibonite to observe how the agrarian reform project is unfolding. Among other subjects, Ethéart discusses land conflict (and false rumors of land conflict by people who do not want agrarian reform to move forward) and illegitimate claims to land, particularly in the Artibonite (Desdunes, L'Estère, Hatte-Chevaux, and so on) conflict over fertilizer, Justice et Paix's support of INARA, and so on.
