Charles Suffrard, riziculteur et militant, et le maire de Verrettes, Robert Antoine, tous les deux membres du Comité de suivi de l’ODVA, parlent du conflit au sein du sénat qui est la cause du blocage de la deuxième phase de la réforme agraire. Certains sénateurs, surtout Samuel Madistin, sont contre la réforme agraire dans l’Artibonite. Selon Suffrard et Antoine, Madistin est contre la redistribution des terres parce que sa famille possède des terres à Hatte-Chevaux. La réforme agraire est devenue un jouet politique pour les législateurs qui expriment leur opposition au président René Préval. Les invités parlent des conflits entre paysans et grands propriétaires fonciers, de la production nationale de riz, et des conflits au sein du mouvement Lavalas (entre Fanmi Lavalas et l’OPL).
Rice farmer and activist Charles Suffrard and mayor of Verrettes Robert Antoine -- both of whom are on the ODVA oversight committee -- discuss conflict in the Haitian senate that is blocking the second phase of agrarian reform from moving forward. Certain senators, particularly Samuel Madistin, oppose agrarian reform in the Artibonite. According to Suffrard and Antoine, Madistin opposes land redistribution because his own family has land in Hatte-Chevaux. Agrarian reform has also become a political ploy for legislators to express their opposition to President René Préval. The guests discuss conflicts between peasant farmers and landowners more generally, domestic rice production, and the conflict within the Lavalas movement (between Fanmi Lavalas and OPL).
