The Duvalier dictatorship and subsequent military dictatorships have created a corrupt system in which there is no judicial independence. The hope is that the reforms will bring existing problems out in the open, create a justice system that better conforms to the constitution of 1987, and that will defend the rights of all Haitians, particularly the poor from the "peyi andeyò" who have been long excluded from the justice system. Civil registry reform (particularly birth certificates) is part of the end to exclusion, as proper documentation is necessary for people to exercise their rights as citizens. According to Elie, civil society has not participated in preparations for the reforms as much as would be ideal. Dominique asks pointed questions about the training and impartiality of judges and the role of powerful countries, such as the US and Canada, in deciding what the Haitian justice system will look like.

Dominique pose des questions pointues au sujet de la formation et de l'impartialité des juges et de l'influence des grandes puissances étrangères, particulièrement les USA et le Canada, vis-à-vis de ce que sera le nouveau système judiciaire haïtien.
