Myrtha Gilbert discusses alternative credit programs that NGOs are launching in Haiti, to loan money to people who do not have access to traditional bank credit. The Haitian poor, particularly peasant farmers, have become dependent on credit for all their needs. Gilbert highlights the difference between that form of credit and income-generating credit that will increase production for farmers, artisans, and small-scale merchants. The neoliberal agenda, such as structural adjustment programs, are not compatible with the amount of time Haitian merchants will need to turn a profit. Banking cooperatives represent an alternative to large banks and to foreign NGOs. Gilbert expresses skepticism about microfinance programs, which are part of the globalization plan and which resemble charity. Credit is not a solution; it is a tool.
Myrtha Gilbert parle des programmes de crédit alternatif que des ONG lancent en Haïti, afin que les gens qui n’ont pas accès au crédit formel puissant obtenir des prêts. En Haïti, les pauvres, surtout les paysans, dépendent du crédit pour tout. Gilbert souligne la différence entre cette forme de crédit et le crédit qui génère des revenus, qui augmentera la production pour les paysans, les artisans et les petits marchands. L’Agenda néolibéral, par exemple le programme d’ajustement structurel, n’est pas compatible avec le laps de temps dont les petits marchands ont besoin pour générer des profits avec leurs prêts. Les coopératives de crédit sont une alternative par rapport aux grandes banques traditionnelles et aux ONG étrangères. Gilbert a quelques doutes concernant les programmes de micro-finance, qui font partie du plan de globalisation, et qui ressemblent à de la charité. Le crédit est un outil, pas une solution.
