Bernard Ethéart, Director General of INARA, discusses the first stage of agrarian reform, in which land has been distributed to designated peasant families in four zones of the Artibonite, drainage and irrigation have been built, agricultural credit, training, seeds, and fertilizer provided. Jean Dominique asks about the sustainability of the reforms (is half a hectare of land sufficient?) and addresses questions about the political aims of land distribution; some people claim that the land is being distributed only to Lavalas partisans. Ethéart describes the upcoming second stage of the reforms.
Bernard Ethéart, le directeur général de l'INARA, détaille la première étape de la réforme agraire, lors de laquelle des terres dans quatre zones de l'Artibonite ont été distribuées à des familles de paysans sélectionnées, des systèmes de drainage et d'irrigation ont été construits et des crédits agricoles, des formations, des semences et des engrais distribués. Jean Dominique s'enquiert de la viabilité de cette réforme (un demi-hectare de terre est-il suffisant ?) et aborde la question des visées politiques de cette distribution : selon certains, seuls les partisans de Lavalas y ont accès. Ethéart explique la seconde étape de la réforme.
