Cuban ambassador Óscar Coet Blackstock discusses Cuba's foreign relations, including solidarity and cooperation with Haiti (particularly the work of Cuban doctors), the effects of US imperialism and sanctions (from the 1962 Punta del Este conference, which attempted to unify OAS countries against communist Cuba, to the 1996 Helms-Burton act), Cuban military intervention abroad, Cuba's growing tourist industry, and the gradual opening of Cuban markets to international capital. Coet Blackstock also discusses the question of race in Cuba (he is Afro-Cuban, but identifies first and foremost as Cuban -- nationality is stronger than racial identity), he defines the difference between "human rights" and "political rights," and he discusses tensions between the Catholic Church and Cuban government.
L’ambassadeur cubain Óscar Coet Blackstock parle des relations internationales de Cuba : la solidarité et la coopération avec Haïti (surtout le travail des médecins cubains), les conséquences de l’impérialisme et des sanctions américaines (depuis la conférence de Punta del Este en 1962, qui avait tenté d’unifier tous les pays de l’OEA contre Cuba, pays communiste, jusqu’à la loi Helms-Burton de 1996), les interventions militaires de Cuba dans d’autres pays, l’industrie touristique de Cuba en plein essor, et l’ouverture progressive du marché cubain au capital étranger. Coet Blackstock évoque également la question raciale à Cuba (il est lui-même un noir cubain, mais se considère d’abord comme cubain, parce que la nationalité est plus importante que l’identité raciale), il définit la différence entre droits humains et droits politiques, et enfin il signale les tensions entre l’église catholique et l’état cubain.
