Le sociologue Alan Fils-Aimé et l'agronome Alain Henry d'Antèn Nòdwès analysent la structure au long terme de la famine sévissant depuis longtemps dans le département Nord-Ouest. Le Nord-Ouest est dépendant de l'aide alimentaire depuis plus de vingt ans, ce qui profite à un petit nombre mais affaiblit l'agriculture locale. Les intervenants remettent en question les initiatives des ONG (particulièrement celles de CARE) qui ont investi beaucoup d'argent dans la région sans changement au long terme. L'eau et les terres restent les préoccupations principales des paysans à Jean Rabel, dix ans après le massacre éponyme. Les paysans voudraient participer à la réforme agraire, même si l'INARA n'a pas encore visité la région. L'état des routes est un problème qui isole le Nord-Ouest du reste du pays. Les intervenants proposent plusieurs idées qui amélioreraient la situation, comme la gestion de l'eau, l'irrigation, les routes, la pêche et la distribution de moutons. Ils parlent aussi de la relation entre les gouvernements locaux et départementaux versus la politique nationale. Antèn Nòdwès est une organisation de la société civile composée de chercheurs et d'habitants du Nord-Ouest dont la mission est d'étudier les causes de cette famine et de mettre les ONG face à leurs responsabilités.
Sociologist Alan Fils-Aimé and agronomist Alain Henry of Antèn Nòdwès discuss the long-term structural famine in the Nord-Ouest department. The Nord-Ouest has been dependent on food aid for more than twenty years, which enriches a small number of people while weakening local agricultural production. They question NGO initiatives (particularly those of CARE) that have spent a lot of money to improve conditions in the Nord-Ouest, with no discernible long-term effects. Water and land remain the major concerns of peasant farmers in Jean Rabel, ten years after the Jean Rabel massacre. The peasants would like to participate in agrarian reform, though INARA has not yet come to the region. Roads are a problem and cause the Nord-Ouest to be isolated from the rest of the country. The speakers present several programs that would help the area, including water management, irrigation, roads, fishing, and distribution of sheep. They also discuss the relationship between local and departmental government and national policy. Antèn Nòdwès is a civil society organization made up of scholars and people from the Nord-Ouest, to study the causes of this famine and to hold NGOs accountable.
