Jean Dominique interviews Secretary of State for Public Security Robert Manuel and the departmental director for police of the Ouest Aramick Louis on how the police force can bring about safety. They discuss the importance of including local groups in fulfilling their mission, and how they will prevent the police brutality of the past from recurring. They discuss the credibility of the institution of the police force and how they can change that. They also discuss what it means to bring order and protect the people's rights in a progressive government. Manuel discusses the role of the CASEC and the chefs de section. They discuss armed gangs in Cité Soleil.
