Jean Dominique interviews agronomist and secretary of the council of ministers François Séverin on agrarian reform and decentralization. Séverin briefly summarizes a history of land in Haiti. He explains that agrarian reform is not a subversive concept because the people voted it in the 1987 Constitution. He discusses the creation of INARA. He states that the reforms will start with the Artibonite valley because it has numerous ongoing land conflicts. They discuss the importance of local elections for decentralization and justice.
Jean Dominique rencontre l’agronome François Séverin, secrétaire du conseil des ministres, sur la réforme agraire et la décentralisation. Séverin décrit brièvement l’histoire foncière d’Haïti. Il explique que la réforme agraire n’est pas un concept subversif car le peuple avait voté pour elle dans la Constitution de 1987. Il parle de la création de l’INARA, explique que la réforme débutera dans l’Artibonite parce que cette région compte de nombreux conflits terriens. Discussion sur l’importance des élections locales pour la décentralisation et la justice.
