He explains that agrarian reform is not a subversive concept because the people voted it in the 1987 Constitution. He discusses the creation of INARA. He states that the reforms will start with the Artibonite valley because it has numerous ongoing land conflicts. They discuss the importance of local elections for decentralization and justice.
