Ter Horst describes the peacekeeping operations of MANUH as primarily consisting of patrols and supporting Haitian police; Dominique repeatedly addresses him as the "chef de l'occupation" (leader of the occupation). They also discuss international aid, particularly that which comes from multilateral organizations such as the World Bank and the IMF, and the tension that arises between these international organizations and the Haitian government. They also discuss elections and other subjects.
