Jean Dominique interviews Ambassador Enrique ter Horst of the Mission d'Appui des Nations Unies en Haïti (MANUH) about the security situation and rule of law in Haiti, including the training of the Police Nationale d'Haïti, justice reform, and prisons. Ter Horst describes the peacekeeping operations of MANUH as primarily consisting of patrols and supporting Haitian police; Dominique repeatedly addresses him as the "chef de l'occupation" (leader of the occupation). They also discuss international aid, particularly that which comes from multilateral organizations such as the World Bank and the IMF, and the tension that arises between these international organizations and the Haitian government. They also discuss elections and other subjects.

Ter Horst décrit les opérations des forces de maintien de la paix qui, d’après lui, consistent à patrouiller et à appuyer les actions de la police haïtienne, alors que Dominique s’adresse à lui comme « chef de l’occupation ».
