Jean Dominique interviews Alix Fils-Aimé, MP of Kenscoff, about the budget for regional authorities and decentralization. Fils-Aimé explains why it is important for the regional authorities to reduce their dependence on the central government and foreign aid in order for rural areas to develop. He explains how the cultural heritage of Vodou can attract tourism to regions with sites that are sacred to Vodou and help the economic development of those areas. He states that charity is not a tool for development, because it neither creates jobs nor encourages economic growth. Only the Haitian people and leaders can create development.
