  • Jean Dominique interviews senator from the Artibonite Marc Donald Jean on a recent government order concerning agrarian reform in the Artibonite. Jean describes agrarian reform as a necessity for the country, because land is at the heart of conflicts and social inequalities. However, for the agrarian reform program to succeed, Jean states that INARA must meet with all parties affected by the reform, from peasants to wealthy landowners, to resolve existing land conflicts. Dominique and Jean discuss the dechoukaj of the Organisme du Développement de la Vallée de l’Artibonite (ODVA) in 1986 and the effects of that on ODVA's operations today. They discuss international aid promised to the project and how those funds will be managed, and production of electricity in the Artibonite valley. Dominique asks Jean about his role in the regional authorities as a senator.

Discussion sur l’aide internationale pour les projets, sur la manière dont ces fonds vont être gérés, et sur la production de l’électricité dans la Vallée de l’Artibonite. Dominique demande à Jean quel est son rôle comme sénateur au sein des collectivités territoriales.
