  • Jean Dominique interviews Minister of Agriculture Gérald Mathurin about a recent presidential order on agrarian reform in the Artibonite. The order places INARA in charge of agrarian reform. They discuss what this change will mean for peasants, and what problems they foresee wealthy landowners might cause the process. Mathurin explains how this reform is different from the reform of 1975 under the Duvalier dictatorship, because the peasants may participate directly in this current process, and the decentralization element gives local governments a say in the process. Mathurin describes agro-industry as a way wealthy landowners can be included in the process.
