  • Jean Dominique interviews Charles Suffrard, rice farmer and member of the ODVA oversight committee, about agrarian reform, domestic agricultural production, the lingering legacies of the 1991 coup détat, and the impasse at which the current Haitian government finds itself. The coup d'état crushed many grassroots movements and led to the emergence of fraudulent so-called "organisations populaires." When Jean-Bertrand Aristide returned to power with US military support in 1994, he encouraged reconciliation with the perpetrators of the coup, while his government was made to accept neoliberal economic reforms (privatization, structural adjustment). Today the state is still bankrupt, and this deficit, coupled with the continued power of Macoute and putschist elements, have undermined René Préval's government and forced it to accept the American economic plan for Haiti. Suffrard and Dominique discuss divisions within the Lavalas movement and between Jean-Bertrand Aristide and René Préval, the widespread ensekirite (insecurity) that has resulted from the enemy believing that the popular movement has been divided, as well as hopes that grassroots peasant organizations will continue to resist.

  • Jean Dominique reçoit Charles Suffrard, riziculteur et membre du Comité de suivi de l’ODVA, autour de la réforme agraire, la production agricole nationale, les séquelles du coup d’État de 1991 et l’impasse où se trouve le gouvernement actuel. Le coup d’État avait détruit de nombreuses organisations populaires sérieuses et il avait permis l’émergence de soi-disant OP. Au retour de Jean Bertrand Aristide en 1994, avec le soutien militaire des Américains, il a encouragé la réconciliation avec les putschistes, et son gouvernement a été obligé d’accepter la réforme économique néolibérale (privatisation, ajustement structurel). Aujourd’hui, l’état est toujours en faillite, et ce déficit associé aux pouvoirs toujours existant des macoutes et des putschistes, paralyse le gouvernement Préval et le force à accepter le plan américain pour Haïti. Suffrard et Dominique parlent de la division au sein de Lavalas et peut-être entre Aristide et Préval; de l’insécurité qui augmente parce que l’ennemi s’imagine que le mouvement populaire est définitivement divisé, et enfin ils parlent de l’espoir dans la résistance des organisations paysannes.
