  • Charles Suffrard and Anderson Charles of the ODVA restructuration committee discuss the obstacles to effective agrarian reform and the structure and function of SODABA, a regional agricultural authority in the lower Artibonite that allows peasant farmers to represent themselves and advocate for their needs. They discuss in particular the questions of water and irrigation, access to fertilizer, and land rights.
