  • Ansy Vixamar and Orly Saint-Louis of Tèt Kole Ti Peyizan Ayisyen speak with Jean Dominique about Tèt Kole's recent congress in Thorland, where representatives from the organization from all over Haiti met to share ideas and adopt strategies to move forward in the struggle against neoliberalism. They describe the threat that imported goods represent to domestic agricultural production, and the "cultural invasion" of manners, mores, and modes of expression from abroad. They believe it is the responsibility of peasant farmers to resist these outside influences, and that the state should help by taxing goods from abroad. They also want the civil registry to better serve Haiti's rural population, because everyone should have a birth certificate. Tèt Kole does not approve of the government's implementation of agrarian reform. According to the speakers, agrarian reform is tangled up with a larger set of policies that are imposed on the working class. Lavalas leaders, particularly Jean-Bertrand Aristide, came to power promising to change the state, but in fact the state has changed them. The Macoute state was in bed with traditional landowners, and the current state has not yet liberated itself from that system. Tèt Kole disapproves of Lavalas's emphasis on "reconciliation" with the putschists, and they believe that though the army has officially been disbanded, it will not truly be disbanded until disarmament has taken place on a large scale. They also discuss US imperialism, especially since representatives from the US embassy wished to attend the Tèt Kole congress and were refused.

Des délégués d’organisations, venus de tout le pays, se sont réunis pour discuter et élaborer des stratégies de lutte contre le plan néolibéral. Ils parlent des menaces que représentent les produits importés pour la production agricole nationale et décrivent une « invasion culturelle » de manières, morale, modes d’expression qui viennent de l’étranger. Ils pensent qu’il est de la responsabilité des paysans de résister à ces influences étrangères, et l’état doit taxer les marchandises importées. Ils demandent aussi que les services d’état civil se préoccupent des paysans, car c’est un droit d’avoir un acte de naissance. Tèt Kole n’est pas d’accord avec la manière dont le gouvernement implante la réforme agraire. D’après les invités, cette réforme est liée à une série de politiques imposées à la classe des travailleurs. Les leaders de Fanmi Lavalas, surtout Jean-Bertrand Aristide, avaient promis de changer l’état après la prise du pouvoir, mais c’est l’état qui les a changés. L’état macoute s’était allié aux grands propriétaires terriens, et l’état actuel ne s’est pas libéré de l’ancien système. Tèt Kole refuse la « réconciliation » avec les putschistes, prônée par Lavalas, et croit que même si l’armée a été officiellement dissoute, elle ne le sera pas réellement tant qu’il n’y aura pas un désarmement total. Discussion aussi sur l’impérialisme américain, surtout parce qu’un représentant de l’ambassade américaine voulait assister au congrès de Tèt Kole et que l’organisation a refusé.
