Rodolfo Mattarollo of MICIVIH discusses MICIVIH's recent study of justice and the police system in Haiti, focusing on the difficulties of training a competent police force that respects human rights in a country that is in the midst of an economic crisis and that lacks a democratic tradition. There have been many cases of police brutality, and many people resort to vigilante justice in the face of widespread insecurity (ensekirite). He also discusses the need for and challenges of judicial reform, and the problem of people who are held in prison without trial.
Rodolfo Mattarollo, un des responsables de la MICIVIH, parle d’une enquête sur la justice et le système policier en Haïti, qui met l’accent sur les difficultés à former une police respectant les droits humains, dans un pays qui traverse une crise économique et qui n’a pas de tradition démocratique. Les cas de brutalités policières sont nombreux et des citoyens choisissent de se faire eux-mêmes justice face au problème d’insécurité. Mattarollo parle aussi de l’importance et des défis de la réforme judiciaire, ainsi que du problème des gens qui sont gardés en prison sans jamais être passés devant la justice.
