  • Minister of Public Health Rudy Malebranche discusses the Ministry's steps in the wake of the Pharval scandal, in which the Pharval pharmaceutical company made and distributed cough syrup containing toxic diethylene glycol, resulting in many children dying of kidney failure. He says that the Ministry has closed Pharval and is spreading awareness of the poison, but the task is huge. Jean Dominique questions the state's true willingness to protect its citizens, and whether the Ministère de la Santé Publique et de la Population (MSPP) participated in a cover-up. They also discuss problems at the General Hospital (Hôpital de l’Université d’Etat d’Haiti, HUEH), Malebranche's hope to restructure the hospital and create health centers, and the role of international cooperation. Dominique asks about how Duvalierist favoritism affected the training of doctors in Haiti, about Haitian doctors who move abroad ("brain drain"), and whether Malebranche's efforts aren't concentrated in the "republic of Port-au-Prince."

Les laboratoires Pharval fabriquèrent et vendirent du sirop pour la toux contenant du diéthylène glycol, une substance toxique qui fut à l'origine de nombreuses morts d'enfants suite à une insuffisance rénale. Il déclare que le ministère a fait fermer Pharval et mène une campagne de sensibilisation auprès du public, mais que la tâche est énorme. Jean Dominique se demande si le gouvernement a vraiment la volonté de protéger ses citoyens et soulève la question de savoir si oui ou non le Ministère de la Santé Publique et de la Population (MSPP) a essayé d'étouffer le scandale. Ils parlent également des problèmes au sein de l'Hôpital de l’Université d’Etat d’Haiti (HUEH) et du projet de Malebranche de restructurer l'hôpital, de créer des centres de santé, et du rôle de la coopération internationale. Dominique demande comment le favoritisme sous Duvalier a affecté la formation de docteurs en Haïti, aborde la question de la fuite des cervaux et celle de savoir si les efforts de Malebranche ne sont pas cantonnés à la « République de Port-au-Prince ».
